Recreation Access Program

The City's Recreation Access subsidy program helps individuals and families in need access sport, arts, and cultural activities at our Rec Complex at a reduced rate - to ensure that everyone has the ability to enjoy recreation in Prince Rupert. Fees are subsidized 90% for children/youth and 50% for adults. Each eligible family member will receive 50 free admissions annually to be used for Civic Centre gymnasium, swimming or skating. Funding is provided on a first come, first served basis until all budgeted amounts have been allocated. The application process is confidential and objective (eligibility is based solely on financial need).

How to Apply

The bottom of this page has printable versions of the Recreation Access Program form as well as a webform that can be completed online through our website. Please review the steps below to ensure you have all necessary documents before submitting the form, and feel free to give us a call if you have any questions.

Step 1 - Ensure Eligibility + Fill out Form

Completely fill out both sides of the Recreation Access Program application form. Please note that if you have any issues filling out the form, or have questions, feel free to book an appointment with staff for assistance. Phone the City of Prince Rupert Recreation Complex during regular business hours to make an appointment to speak with a staff member regarding the Recreation Assistance Program, and/or book your intake appointment. Call (250) 624 6707 for assistance.

Please note - to be eligible, the following must be provided:

Photo ID for all adults
Proof of residency within the City of Prince Rupert
Proof of Financial Assistance (either Option One or Two listed below)
OPTION ONE (can be any of the following):
- Assured Income for the Severely Handicapped or BC Health Benefits Program recipient (must include original Referral Letter)
- Social Assistance recipient (must include original Referral Letter)
- BC Senior’s Supplement recipient (must include photocopy of cheque)
- Children under Government Care (must include original Referral Letter)
- BC Ministry Transit Pass (must include photocopy of pass with name of applicant)
OPTION TWO:
- Income Tax Notice of Assessment from previous year for all adults
- Child Tax Benefit Notice for all dependents
- WCB or ICBC income (supporting documentation required)

Step 2 - Provide necessary documentation

Attach the required verification documents to your application form. Below is more information on the verification documents needed.

1. Assured Income for the Severely Handicapped (AISH) or BC Health Benefits Program recipients: Participants of these provincial programs automatically qualify for this program

Each applicant must obtain a completed Referral letter from Service Canada with the names of the eligible dependents.

2. Social Assistance Recipients: Each applicant must obtain a completed Referral Letter from the Ministry of Employment & Income assistance. With the names of the eligible dependents.

3. BC Seniors Supplement recipients: A photocopy of your seniors supplement will be required.

4. Children under government care: A referral letter must be completed by the agency.

5. BC Ministry Transit Pass: A photocopy of your pass will be required.

6. All other applicants: For all other individuals not participating in any of the above programs, you will need to provide:

Income Tax Notice of Assessment from the most recent tax year for all adults living in the home. If you do not have a copy of your assessment you can obtain one by calling the Canada Revenue Agency at 1-800-959-8281 to receive a copy by mail.
A Child Tax Benefit Notice for all dependents must also be provided.
(A copy of your Child Tax Credit statement

Important Information

All applications will be held in the strictest confidence. Upon confirmation of income, all copies of documents will be destroyed.
Subsidy (90% for Children/Youth and 50% for Adults) funding can be used towards either memberships, visit passes or registered programs.
Once you are registered in a program, any withdrawal/refund/cancellation not supported by a medical certificate will mean that you will only receive the portion of your financial contribution back; the subsidy contribution will not be returned for future registrations. In addition, if you do not attend a registered program for which subsidy funding has been provided without cancellation, future subsidy requests and applications may not be approved.
Approved applications are valid for one year, and will be reviewed annually before renewal.
