The City has completed a Housing Needs Assessment, which identifies the number and type of different units required over the next five years in Prince Rupert. The City completed our first Housing Needs Assessment in 2022, and an Interim update in 2024 at the direction of the Province. The Interim report was required in order to meet the following additional legislative directives around projecting and reporting need that were provided by the Province to all Municipalities:
- Housing units required to meet current and anticipated need for the next five and 20 years, as calculated using the HNR Method provided in the Regulation;
- A statement about the need for housing near transportation infrastructure that supports walking, bicycling, public transit, or other alternative forms of transportation; and
- A description of the actions taken by the local government since receiving the most recent HNR to reduce housing needs.
By the end of 2025, the City is also required to review and update its Official Community Plan (OCP) and Zoning Bylaw to ensure there is enough capacity to accommodate the housing need identified in this Interim HNR. The next full Housing Needs Report will be completed by December 31, 2028, and every five years thereafter.

Information on projected housing demand in Prince Rupert was considered in the development of our Housing Acceleration Action Plan, which proposes a number of steps to address current and future housing demand. This work is all part of a broad push to attract and encourage housing development across the spectrum of housing, as well as efforts to obtain Federal and Provincial grants and supports for housing.
