Notice is hereby given that a Public Hearing with respect to the Official Community Plan Update, Bylaw No. 3666, 2025 will be held on Monday, December 1st, 2025 at 6:00 p.m. in Council Chambers, Second Floor of City Hall, 424 West 3rd Avenue, Prince Rupert, B.C.

Purpose:
Official Community Plans set the long-term vision for a community and outline the objectives and policies that guide land-use and development decisions. The Province, through the Housing Statutes (Residential Development) Amendment Act, now requires all local governments to update their OCPs to reflect the findings of their most recent Housing Needs Reports.

The proposed amendments to the Official Community Plan (OCP) are intended to comply with the Provincial requirements by aligning our OCP with the Housing needs report (2024). This mandated changes relate to:

  • Accommodating a wider range of housing forms that are compatible in scale and character with existing single-family neighbourhoods.
  • Using the standardized provincial method for calculating housing needs.
  • Ensuring the OCP can support projected housing demand over the next 20 years.
  • In addition, this update incorporates revisions required to align the document with plans, strategies, and policies adopted by Council since 2021. No new policy directions are proposed beyond what has already been endorsed through those previously approved documents.

Copies of the draft Official Community Plan may be viewed at the front desk of City Hall between November 27th and December 1st, 2025.

If you have any feedback that you would like the City Council to consider, please submit it over email or letter to Planning Staff prior to December 1. All submissions (mailed, or electronic) must be received by appropriate City Planning staff, by no later than Monday, December 1st.
