Statement on the Prince Rupert Library

We've had some questions/rumours popping up about the future of the Prince Rupert Library, including questions from the local Prince Rupert District Teacher's Union, and wanted to provide a bit of context and clarification to the community. See below for a detailed statement.

Last year the City was approached by the Library Board with a request to fund the replacement of the current library facility due to its age and failing condition. Unfortunately with approximately $700 million of critical failing infrastructure to replace in the next decade, the prospect of finding funds for a new library is low under our current financial circumstances. We have raised $200 M for the first phase of water pipe replacement but also have to then find another $500M for failing infrastructure and water and sewage treatment.

Given available resources are scarce, a review of options included whether it would be feasible to move to be included in the Vancouver Island Regional Library network. This was considered an option to see a more immediate improvement of our library facility.

The City couldn’t know if it would be feasible to present to the community without first engaging with VIRL to determine interest and receive a proposal. VIRL has reviewed the condition of our library and is assessing whether or not to present a proposal to the City to include the facility in its service area. We may receive their decision later this year and if positive would receive a proposal to consider with the community.

In no scenario would the library be abolished. Libraries are vital to every community as a place for gathering, learning and sharing that are open to everyone. Council is simply looking for a way to provide our community with a better library facility. No predetermination on potential ways to improve the library’s situation have been made. Once that information is available, perspectives like the PRDTU can be taken into account alongside other factors that are presented to Council in seeking direction. 

Ultimately, the goal will be to support the Library’s goals for renewal and enhancing service to the community, which has always been the intent of the City’s efforts.
