Progress Report on BIG Project and Other Projects Under Way
PRINCE RUPERT, OCTOBER 27th, 2026 - Construction is continuing to advance on major projects across the community, and we’re here to provide a quick update to residents on the key projects you may be interested in.
The BIG Project:
The following areas are in active construction, with additional information on priority corridor replacement to be shared once timing is confirmed.
- 11th Avenue East (first phase): Paving has been completed in some areas for this project, however during paving works it was discovered that the gas line in the area was slightly shallow. PNG has been completing additional work to bury the line, and following that, paving of 11th between Conrad and Alfred Streets will be completed.
- 11th Avenue East (second phase): This area is still under active construction to replace the water line, which will continue over the coming months.
- 6th Avenue West: The first section of Street between McBride and Thompson Street has now been closed for traffic to enable replacement of the utilities in the area. The project is starting here, and as replacements are completed it will move west towards Summit Ave.
Additional minor tie in work will need to be completed at the intersections of 11th Avenue East and Alfred in future as commissioning is completed, however the majority of replacement work on those sections is now complete.

Wastewater Improvements:
- Park Avenue Wetland Treatment: The wetland wastewater treatment system is now constructed with commissioning works under way.
- Outfall Repairs C to B: Designs are 75% complete for works on the outfall in the area adjacent to Kwinitsa station. This project will go to construction in 2027.
- Outfall K Elimination: Design for the elimination of Outfall K is underway. The construction will be scheduled for 2027.
Water Improvements:
- Chlorination Facility: Equipment purchases are complete to provide additional chlorination to our water supply. This equipment will be installed as part of the valve chamber repair in the Crestview/Montreal Circle area noted below.
- Water Treatment & Water Supply Planning: The City continues to advance several projects related to long-term water treatment and supply planning:
- Valve chamber repair designs for Montreal Circle have been completed, and the project has been awarded to Broadwater.
- Design is approximately 95% complete for the submarine/overland line water replacement project. The overland design is 100% complete. Pending completion of the DFO review the Issued for Tender (IFT) package for the submarine line will be advanced.
- Pilot technology selection for the Water Treatment plant is underway, with implementation planned for Spring. This work will help determine the preferred water treatment plant technology for the City’s water fingerprint and represents an initial step toward detailed design of a future treatment plant.
Landfill Projects:
- Landfill Lagoon & Priority Upgrades: Major works at the Ridley Island Landfill Lagoon project are underway following award of the contract to Broadwater.
Additional Operations Projects:
- New Public Works Building: Transition to the new Public Works is complete. The property purchase is anticipated in 2027.
- 3rd/4th West Stair Replacement: This project is now complete, however the stairway remains closed temporary as BC Hydro is working on replacement of their infrastructure in that area.
- Park & Community Space Renewals: Several park and community improvement projects continue to move through planning and design phases across the City:
- Odd Eidsvik Park: Funding was not achieved in 2026. The community is seeking additional grant funding to complete the project and is currently engaged in a fundraising effort.
- Mariners Park Memorial Plaza and the Mariners Park Japanese Memorial: This project will be kicking off within the next month and will be completed by March 31, 2027.
- 2nd Avenue Bridge Repairs: This project is complete and reopened to the public.
This is a small sampling of the project currently under way that we thought would be of highest interest to the community. For a full list of ongoing projects, check out the latest Major Projects Update provided in an October report to Council, here.
