The Committee of the Whole is a committee consist entirely of council members. This permits Council members to deal with complex issues in greater details and less formally than would be possible in a regular council meeting. These issues are not formally adopted but recommendations are made to a subsequent meeting of Regular Council Meetings at which time the recommendations of the Committee of the Whole are normally adopted and acted on.
