- Council heard a report from the acting City Manager, Corinne Bomben, on the expropriation of Lot 4 of Watson Island, the remaining parcel of land on Watson Island owned by Sunwave Forest Products, who redeemed the parcel during the original tax sale. The expropriation is for the purpose of redeveloping Watson Island, comprising the consolidation and subdivision of land, construction of access works including related appurtenances and improvements, and the construction of rail lines and rail spurs. The City’s initial Expropriation Notice was served April 7, 2017 in accordance with the Expropriation Act. At the request of Sun Wave Forest Products Ltd., an Inquiry was held in June pursuant to the Expropriation Act, which the City participated in. Following the Inquiry, a report was delivered by Inquiry Officer Alan Hincks on July 13, 2017 recommending the proposed expropriation, subject to the exclusion of the statutory right of way of Pacific Northern Gas.
